I feel the biggest challenge is how to get the people to participate ... I guess it’s all about motivation. But what really does motivate an employee. If the answer is obvious, then the challenge is what is the value the organization is willing to assign towards this? The challenge is in striking the right balance of carrot and stick to get people adopt KM as a part of their day-to-day work culture.

Few Tips to Implement KM - Basic Model
Standard Operating Procedure(Available/Not Availabe), Study SOP, User Friendly Document, Effective communication on New Updates, Best sharing, Constant reivew with Operation and QA to understand the Gaps, etc....

In my experience, along with training, KM has to be internally branded as well just like any other product... until such time employees are comfortable with the concept it self and take to KM of their own interests. I am now currently involved on Knowledge Strategy and Design ... with each passing day, I ( and most members of my team) increasingly feel that it is a "chance" we are taking all the time with all these strategies and process that we are trying to put in place. For one thing we have realized that we can never actually predict what the "acceptance" ratio will be once we have these in place ...
On the flip side we are trying to keep everything as flexible as possible so there is scope for easy adaption based on employee feedback.
So, yes I agree it is quite a challenge. For certain things one can be quite open for changes but for certain others one has to put one's foot down and just say "this is it - not more changes here on".

conducting awareness programmes and making people educated the value of km for organizing self as well as at the work place may yield some benefits in coming years

I second your thoughts on employee training, Training employees on KM traits and on softer competencies is very important, otherwise they will see the change as a threat and treat it as something completely unknown to them and will try to resist.
But I personally feel implementation need to start with change in culture, through sharing and learning.
